  • 9/11 Commission Act Backgrounder: This document gives a brief overview of the transformative commission formed after the devastating September 11th attacks in 2001. The commission changed the way Congress and the Executive branch addressed counter terror measures.
  • Department of Homeland Security Act Backgrounder: This document details the monumental bill that authorized the creation of the Department of Homeland Security. This was the first time a new Agency had been authorized in decades.
  • Disaster Mitigation Act of 2000: In 2000, Congress sought to address the reactive nature of emergency management and make it more proactive. This backgrounder details the process Congress took to get to that point and what came of the legislation.
  • CVE backgrounder: Countering violent extremism is the term the Obama Administration preferred to use instead of counter terrorism to encompass all acts of political violence. While the Trump Administration has promised to eliminate this term from its vocabulary, NEMA prepared this backgrounder to examine the policy.
