Cordatis LLP is a law firm that represents applicants and subrecipients of Public Assistance with FEMA-internal Appeals and Arbitrations before the Civilian Board of Contract Appeals ("CBCA"). Cordatis's practice is led by Sam Van Kopp, who has advised states, municipalities, hospital associations, public utilities, and their associated contractors in appellate and arbitration proceedings. Mr. Van Kopp began this work as a judicial law clerk for the CBCA between 2018 and 2020, coinciding with the launch of the CBCA's modern Public Assistance arbitration program. In addition to his legal work, Mr. Van Kopp published the first Thomson Reuters Briefing Paper on the modern arbitration program, hosted NEMA webinars featuring CBCA judges discussing Public Assistance arbitration, and presented about Public Assistance arbitrations at state emergency management conferences across the country.
