National Emergency Assistance (NEA) is a Tennessee-based 501(c)(3) nonprofit that provides trained, qualified, deployment-ready personnel for disaster recovery, supporting FEMA's Public Assistance program for more than 37 years.
Who We Deploy
Program Delivery Managers (PDMGs) who guide applicants through the Public Assistance process
Site Inspectors who document damages in the field
Debris management specialists and subject matter experts
Task force leaders providing field coordination and oversight
Experience & Qualifications
Reserve cadre drawn from experienced TVA retirees and former federal professionals
Over 70% of the workforce fully qualified under the National Qualification System (NQS)
Personnel experienced in Grants Portal and Grants Manager
2025: deployed across 11 states and one territory supporting 17 national disasters
2026: selected by FEMA to deliver its Public Assistance field training
